Texas Loses Entire Women’s Health Program Over Planned Parenthood Law.

The Department of Health and Human Services announced on Thursday that it will cut off all Medicaid funding for family planning to the state of Texas, following Gov. Rick Perry‘s (R) decision to implement a new law that excludes Planned Parenthood from the state’s Medicaid Women’s Health Program.

Cindy Mann, director of the Center for Medicaid and State Operations (CMSO), wrote Texas health officials a letter on Thursday explaining that the state broke federal Medicaid rules by discriminating against qualified family planning providers and thus would be losing the entire program, which provides cancer screenings, contraceptives and basic health care to 130,000 low-income women each year.

“We very much regret the state’s decision to implement this rule, which will prevent women enrolled in the program from receiving services from the trusted health care providers they have chosen and relied upon for their care,” she wrote. “In light of Texas’ actions, CMS is not in a position to extend or renew the current [Medicaid contract].”

The federal government pays for nearly 90 percent of Texas’ $40 million Women’s Health Program, and nearly half of the program’s providers in Texas are Planned Parenthood clinics. But the new law that went into effect earlier this month disqualified Planned Parenthood from participating in the program because some of its clinics provide abortions, even though no state or federal money can be used to pay for those abortions.

According to Medicaid law, Mann said, a state cannot restrict women’s ability to choose a provider simply because that provider offers separate services — in this case, abortion — that aren’t even paid for by the Medicaid program.

Perry wrote a letter to President Obama earlier this month accusing his administration of “mandating which health providers the state of Texas must use” in order to “continue to support abortion providers like Planned Parenthood.” He vowed to continue the Women’s Health Program in Texas without Planned Parenthood and without federal money, although he has yet to outline how his state will come up with money.

But an HHS spokesperson told reporters on Thursday that this was not Obama’s decision and that the administration’s hands are tied on the issue. “Medicaid law is very clear; a state may not restrict patients’ choice of providers of services like mammograms and other cancer screenings, if those providers are qualified to deliver care covered by Medicaid. Patients, not state government officials, should be able to choose the doctors and other health care providers that are best for them and their families. In 2005, Texas requested this same authority to restrict patients’ choices, and the Bush Administration did not grant it to them either.”

Last night, afternoon, really


I had trouble sleeping.  The wind is blowing, it is a different wind, don’t know how to explain it, but this one keeps me awake.  It is a “stuffy” wind.  Does that make sense?  So, I ended up falling asleep at 4am this morning instead of about 3pm yesterday.  I didn’t wake until about 1pm today.  All the about pages are LATE, but are posting.

While I could not sleep, I did some looking in the genealogy area, found some good “leads” for a lady by the name of Johannah Jackson.  My gggggg-grandmother.  I think it is that many g’s.  I found what I hope are some good leads for her parents.  Not much else other than that.  Good tho.

Now, my family, has a “scandal” in it from the 1940′s.  Trying to make up my mind if I should post it cuz some of my family that lived during those times are still alive.  Don’t want to upset anyone if word got out that I “FOUND” something. :)   My sister knows, of course, she and I tried to find stuff a few years ago, however we had the wrong surname.  I was being “nosey” about it again last night.  Was shocked when I found something within a few seconds of starting my search.  Newspaper articles.  I found them because I am named after the person I was doing the search on.  I did find a couple of things about myself, one had me dumbfounded, as I didn’t remember it at all.  Not ONE BIT!  My sister remembered, even though she is 10 years younger than I am, because I used the incident to teach her about crossing the street. :)   That and another incident, which also made the papers, my brother being hit by a car too!  Here is the first article I stumbled upon, about me, not my aunt.  (How could I forget something like this???  It is the article in the red box.)

I wasn’t hurt, it was a friend.  Below is the second article, this one about my brother being hit by a car. I DO remember this happening.  I had met a friend of mine at the corner near our house.  My brother was going to his friend’s house and he walked with me.  We parted ways at the corner, his friend lived one block north.  My friend and I started walking toward her house, my back to my brother.  I heard the car hit him.  It was the most awful sound I have ever heard.  My brother was ok.  He was dragged into the bar on the corner and laid on the pool table until paramedics got there.  Believe it or not, that was one of MANY accidents to happen to my brother.  We tease him unmercifully. He was hit not long afterward by another car, near his friend’s house, because he flew out of the alley on his bike, never even stopped to look.  He was ok.  Should I tell you about the time, while he was at work, when he fell through the roof of a restaurant upon the patrons? :)   He was in air conditioning then.  Love my brother, glad he is ok, even if somewhat of a klutz.

I also found my wants ads advertising my babysitting services.  They must have let kids place them for free back then.  I found one for each month during the summer months.  Kinda neat.  I also found an article about my dad, who was running for office back then.  Here is a copy:

A friend of my dad’s, who has been an advocate for those who are handicapped for years, been arrested a few times in his long life, told me once that my dad, himself and a few others had “considered” doing some things that I guess were unconventional.  Not sure what they were, still need to find out.  In a way I was surprised to hear this about my dad, on the other hand, you can always be surprised by things you never knew about your parents. :)

Some year or two here huh?  They were all about the same period of time.  I am glad I found these pieces of history tho, especially about my dad, who passed in 2001.  Nice to hang on to.

Now, I still gotta make up my mind about the other.  Might be awhile before I post that one.   My aunt was good to me, thinkin’ it might be not so nice to post it about her.  Even though not a single bit of it was her fault and she was never considered part of the incident.  Looking back on things I know about her, it explains a lot.  VERY MUCH!  I also think that the things that happened changed her irrevocably.  Forever.

I’m gettin’ aggravated today…


First.  The internet keeps bogging down on me.  I am still at work.  (If I come in during the week I just stay until my weekend begins.  I’m lazy that way.)

Second.  I am VERY ticked off that very few women were allowed to participate in the Congressional Hearing on Birth Control, only men were allowed invited.  (Isn’t that the same tho, if they were the only ones invited, considering we have Female REPRESENTATION IN CONGRESS??  See here: Birth control hearing on Capitol Hill had mostly male panel of witnesses. What are MEN doing testifying about birth control? They don’t even take it!!!! ARGHHHH.

This, THIS, though just really makes my blood boil. I wanna start a petition to end the payment, via Medicaid, for the Pos-T-Vac. It is paid for by the government.
